In what time control ? Utter non-sense, only explanation for this is either this person stopped playing OTB long time ago or hasn't played recently enough to update their rating according to their CURRENT strength.

Either his OTB rating is horribly under rated somehow, or if he is a legit 1200 OTB there is no way for him to be rated 2400+ without something fishy going on, especially in blitz, rapid or classical. If he is 2400+ in some weird variant because that's all he plays, perhaps but even that seems bizarre.

Well, my explanation is that the 1200 played 1000s of games, and when you play those many games, it's actually not that hard of a task to reach 2400.

He's actually quite young. Around my age to be honest. I've played him in a tournament recently too and I can say that he is overrated.

After those thousands of games he won't be a 1200 anymore though, so comparing what he was once upon a time to his new ability is irrelevant. Magnus Carlsen was a 1200 once upon a time too. Which would mean that your friend with the 1200 OTB rating is just horribly under rated, having improved a lot over those thousands of games.

@Prince_of_6ixty4our I'm not going to prolong our meaningless discussing regarding "this person" you know, there's only three possible scenarios in this case.

  1. You're lying
  2. He's cheating
  3. He hasn't played OTB in a long time to update his rating

No 1200 OTB can reach 2400+ online, period.
