It is possible to make separate tournaments for mobile users and PC users. Users, who use PC and would be aware of insecurity of mobile connections will enter the tournaments marked PC only.
do you understand that this is a form of digital apartheid?
I have always played on phones, I have changed phones 4 times (my parents' Samsung Galaxy, my Oppo A74, my Honor which I often use at university and my gaming phone). I changed operators twice and browsers many times. this is not a problem. moreover you forget Mac and iPad users, do you want to discriminate against them too?

or your English is difficult to understand, or you don't know how it works: each report is reviewed by human mods who make the best possible decision. in the event of a ban being contested, an appeal may take place, and the case will be handled by a different mod

- humans cheaters not stoping
because I repeat again, it is an education problem and not a Lichess problem, since Lichess does its utmost to prevent cheating from being rampant.
In events like Titled Arena, there haven't been many blatant or scandalous cases of cheating, due to the fact that it's a small lineup of titled players (thus more educated on the negative influence of cheating) makes the event much safer than a marathon.
the problem is human, like with gambling
