For such arrangements like Fischer/Short a mutual agreement in advance is required.
You must know the person you are going to play with.
Most want to play anonymous without an arrangement, just on quick pairing against random people with similar ratings. Thats pretty much impossible - the playing strenght of anonymous players varies from beginners to masters.
One thing I disagree:
BERSERK IS A FEATURE :-) Special lichess feature.
Indeed it lowers the rating but there is a way to look up how many games are played with berserk in the stats.
There are other ways of legal sandbagging beside that, like giving extra time or accepting takebacks in rated games.
Shouldnt that be allowed only when playing casual?!
It makes sense to create berserk_name accounts for people who care about their rating or who want to compare how they do with/without berserking. Otherwise... oh well.. why not under regular account?!
Players who play blind games on their regular account get marked for sandbagging.

Sad story since they didnt knew and just wanted to practice - but so are the rules, its stated in ToS: bot/blind=another account.
