I know more about how ratings work and how the mathematics of it work than you seem to think.
I just explained that you need multiple accounts to skyrocket a rating. With just 2 accaounts playing each other it would not work for exactly the reason you give. Once one rating is fully down and the other is fully up, there is no more rating gain possible.
However, if people were allowed to open more accounts, then one account could be propelled above Carlsen's by driving the other accounts successively down in stages.
Funny thing is that this already happened in Lichess history. "Top games" in early stages of the opening books are usually between boosting accounts

I have two accounts, and I've never used them to play against each other(well, I did once, but only to see what would happen if i tried to voice call, but it was casual and I didn't actually play).
I think Lichess is quite lenient to the multi-accounting rule. As long as you have a reason for having multiple accounts, you can have multiple accounts.
I agree with pabbittooth: rather than forbidding multiple accounts make them legal, link them together and forbid to play between them
You have to close the previous account so you can open new account by using same email as well,you can create with another email as well if you don't want to close the previous account.But you can't open another account with same email in which the previous account was made and it is still open.
I'd say the rule more spells like "do not create multiple accounts for minor or abusive purposes"
