And, I'm actually wondering, why is that a rule?

they could play against their other account and then resign immediately
Maybe you're right, but would it actually be such a problem? You'd have to gain rating on both anyway, as I believe for this to work both of the accounts would have to have similar ratings.

No, a player could keep making new accounts and thus propel the rating of his newest account above that of Carlsen.
Besides it makes sense to make several accounts, like player, player_berserk, player_blindfold

Then one of the accounts would probably gain 200+ rating in one game
Lichess detects sandbagging immediately and it will be followed with a ban. A few alternate accounts is allowed, but you can not use them for malicious intent.
I don't think this is a hard rule, although it is "discouraged".
In any case... I see no legitimate reason to have multiple accounts. Nor have I ever had multiple accounts on any server.

If multiple accounts were allowed, then:
make new accounts A and B both at 1500. B wins all games against A. B at 1800 A at 1200. Close account A. Make new account C at 1500, win all games against B. C at 2100, B at 1500. Close account B. Make new account D at 1500, win all games against C. D at 2400, C at 1800. Close account C. Make new account E at 1500, win all games against D. E at 2700, D at 2100. Close account D. Open account F at 1500, win all games against E. F at 3000, E at 2400. Close account E.
