You're not allowed to say anything. I've gotten warnings for both celebrating my good moves and lamenting bad moves. Why are people so sensitive? Just let us be human and chat.
Here's what happens if you say, "oops I blew that one"
"We noticed a pattern of speaking negatively about yourself to many opponents. This can be distressing not only to yourself but to your opponents as well. We kindly ask that you reduce excessive communications like those in chats with other players. Please note that repeated occurrences may result in a loss of communication privileges."
Now I'm afraid to chat at all.

All that matters on the chessboard is good moves.

If everybody did that the chat would be cluttered up. As an analogy, if you break into someone's house, but then take nothing and damage nothing, you'll still be convicted of a crime because, well, people can't think that it's okay to break into someone's house, thus you'll still get punished.

Right, that's the "shutup and play" mod attitude. What's the chat for then? Just get rid of it if we're not allowed to use it anyway.

You make a good point, actually, and it's debated whether a chat should be implemented in tournaments. However, if you have a constructive question about the tournament or just chess in general, it's easier to find an answer by asking in the chat then PMing people or posting in the forums. Additionally, saying that people are too sensitive isn't constructive. You have to accept that some people will be sensitive about things and move on. I think you'll manage without celebrating your brilliancy in the chat. If you want to show a game off, post it in General Chess Discussions or Blog it, but in the tournament chat, it would be best to hold your tongue.

In my experience, mods usually do their job well in chats, but if that is actually what you got banned for, it does seem overly sensitive IMO. I checked the chat etiquette and there's no mention of "self-deprecation". Then again, it could be that you were banned for some other message.

Your freedom ends exactly where it infringes on the freedom of another person who is affected by it in a way they do not want.

Most of us think "Gosh, I am an idiot" after losing in a bad way - I surely do. Writing it in chat is not necessary, but usually is still not something we act on.
But there's a limit to it. If you overdo it (either in frequency, or with wording), we need to step in and stop it (like we did several months ago when we sent you the warning). Having the chat filled up with spammy lines of bad words is not appropriate, and can be problematic for sensitive people - note that there are also children playing and reading.
From experience, this kind of warning is one we sent out very rarely compared to others.
From a purely practical point of view, it is still not good for yourself - it would be much more beneficial to stay in a neutral state of mind and ask yourself why you played that way, and how to make sure to not repeat the same mistake.

Ah! I had a feeling OP said something stronger than "oops I blew that one".
