Do I understand the rules for dealing with cheaters in lichess correctly?

Copy the URL of the game, go to the player's profile and click "report" and say why you think he was cheating with the link fo the game.

I think initially it goes to bot analysis and if it's obvous his account is immediately marked, if it doesn't pass threshold it gets thrown out and somewhere in between it goes to the human panel to decide.

If you suscpect cheating it does not mean opponent cheated nor does it mean there is sufficient evidence of cheating. 97% accuracy does not equate cheating . It can mean for example that game was simple and moves win

I never report on one game. If I see at least five of these in the last two days, then I send a report. But my question was different: do I have the right to ask other players that the suspected cheater played against to send a report?

You don't need permission to send messages. If people don't want any messages they have the option to prevent them in their preferences.

you can sent me a pm o the suspected cheater and i will have a look at him.
Sometimes it takes time an my experience is the better the report you sent the higher the chance he could be banned.

Your question of if you have the right to do something like ...

  1. ... write to other players ... My guess is if their profile lets you, then what is stopping you.
  2. ... send them an analysis of their own game ... If you analyze a game, nobody else needs to analyse it again. It shows in the profiles of both players that the game was analysed. https://lichess.org/@/SvyatFromTheFarEast/all

Some don't want to report, so they just analyse the game and block the player.

This year I've been playing more from the lobby: Quick pairing Custom button. I permits to control the rating range of players. It feels much more enjoyable, and easier to block a player that I would no longer want to play against, at least for that day.
