Do I understand the rules for dealing with cheaters in lichess correctly?

Lichess rating are vastly over rated. Your classical rating on lichess 1800+ (provisional) would translate to 800-900 OTB you just met a better player.
And you have no rights to write anyone and say report. If you wrote me and said that to me you might not like my answer.

I think they should switch to a hidden MMR type system where you don't know your rank, and you only play people at your skill level. Also, accuracy stats should be hidden, and the report button eliminated. Hidden algorithms will auto ban cheaters, and you don't have to worry. First by checking for tab switching, and if arena.exe or chessbase.exe is running in the background. Then move times, accuracy, after the fact. Then all you have to do is play chess, and you won't be upset about your rating, because you won't have a visible one. You can still get an after-action report based only on your play where you can do tactics puzzles based on your games, or the game you just played to improve your play. An online rating means nothing anyway, if you want a real rating, go play OTB in real tournaments. Because this is what entices cheaters to play and to cheat anyway. They want to have a glorious rating. Get rid of them, problem solved.

i agree on the sentiment. I have only reported a about 3 persons i suspected were cheating (many suspicious games in tournaments), in each case the account was closed later. However. I have stopped worrying about this and am enjoying the game more since. I you see something that looks really obvious then report it to lichess with your evidence (not just a hunch) but in my experience that is very rare. Instead spend more time analysing your games and enjoying chess.

p.s. it is indeed possible to get very high accuracy in a single game without cheating. Recently i had a nearly perfect game.
