He is literally saying the whole country is run by Nazi's and his people in Russia think he is running a special operation to de-nazify it. He first said he was running military drills, then invaded and said it was to remove nazi's. Yeah, so denazify, basically delete all oppressive Ukrainians, right? I interpret it that nazi is used as a metaphor to describe the systematic destruction of a culture. (jews in the third Reich and russians in modern Ukraine)
