why stockfish 13 is not in "playing against the computer"

No. You are wrong. The highest level to which we can challenge is Stockfish AI level 8. If it was the current best engine version today, then there would be analysis by Stockfish AI level 8 in the analysis board. But since analysis by Stockfish 13 is available, there can be challenge to Stockfish AI level 13.

strange that stockfish level 8 is equal than 13 because I have organized two matches in the past is stockfish13 win both matches

Not sure that's quite right, SF8 is 3000 rating... struggle to believe there are a further 12 levels

It's the level of stockfish 13. The engine itself is stockfish 13, the number you are picking is the diffuculty level, with 1 being the easiest and 8 being the hardest
