I am not a USCF player, but looked up 14F3.
That rule is about 50 move ruke and does not apply here.

Also under USCF rules this is a win for black. Rule 14E deals with 'insufficient material to win on time'. Rule 14E2 has one of the conditions in which a player who exceeds the time limit still scores a draw: 'opponent has only king and bishop or king and knight, and does not have a forced win.'
