And 99% of players decide no or dont answer...
Why? If that players dont like lost for low rated opponent, use filter...
I think that is in some sense, immoral... What do you think? I'm exagered?

I hate it as well however cowards do have every right to refuse a rematch. Its not just an internet thing, you will find in life that most people do not want to go toe to toe with someone better than them unless they have the improvement mindset.
In reality we are all somewhat like this. what chess player finds it fun to play an engine many times in a row.

This comes up a lot. There are any old forums on this exact argument. Basically comes down to: people have other things to do, want a new opponent, not obligated to rematch etc...

LOL, I always decline a rematch, because I want to analyze my game as long as it's fresh in my mind. And if my opponent got crushed in the opening, I think he should do the same, instead of pressing the rematch button at once.

Everybody has a duty to rematch, at least 10 games. If you decline - whatever the reason - you should get a 18 months ban to lichess. People have a duty to enjoy playing the same opponent again and again as long as the opponent wants. It's impossible that the 99% who disagree with the rematch proposal just don't want to play again with the same opponent. If it was up to me, they would all be sent to prison and obligated to play chess against some random prisoners 1000 games in a row against the same opponent. That would teach them some.

I understand why people are not inclined to always play a rematch... but why not consider the "rematch" as an option?
E.G. If you search for a 3+2 blitz rematch or you join a 3-2 blitz rematch you know you will play two games.
If you don't like it don't use it but I do not see the point do not implement this nice feature if it's doable.
