In the context of your question and playing chess online...
A 'computer' would be the hardware (like a Mac) and software (like a chess engine such as Stockfish) that a person can run to play chess. You can play against it or you can ask it to calculate/assess moves.
A 'bot' would be a program that interfaces between a chess engine and an online game of chess - for all intents and purposes, it does what a person would do if they were using a computer to 'help' them play chess against an opponent (which is considered cheating if the opponent is unaware). The bot is responsible feeding the moves an opponent makes to a chess engine and taking the moves the chess engine makes and sending them to the online game.
Bot accounts is the legal and official way to use engines. Bots cannot appear in the lobby or any arena tournaments or at least I have never seen one.

Another key difference is that you can play rated games against bots (@ 50% rating impact) and the current bot feature doesn't implement take backs.
Not all bots support the variants and since they are hosted by users, they need to be online and available.
