What is flagging? and is it poor form?

I find it sometimes hard in time trouble to see if a move was played at all or not. So your small pawn step on the unimportant wing falls into the category 'hard to detect'. A true silent move to cap off the game. Good fun and nothing about TOS at all.

Dirty-flagging is arguably unsportsmanlike (hence 'dirty'). But it happens so much no one will bat an eyelash.

In our league, you can claim a win if the opponent is more than 15 minutes late. In one case my opponent wanted to start the match late.. I said No...

No such thing as dirty flagging. Win is a win. I opponent mismanages his/lher time that is not my problem. I've seen master level players in speed chess tournament to do it. Clock management in blitz is less important skill than finding good moves.
