I dont see any reason to play it.
Passive, cramped position and a bishop on c1 that wished you played the London System.
Unless you play some c4 lines, but are those still the Colle?

Colle system = Bad, Stupid, passive Annoying opening which is not very ambitious but it's definitely playable. London system is like the upgraded version of the Colle, so I would rather play the London system than the Colle.

Anti Colle gives Black a much favourable game in my opinion.

The Colle System is fine but only if black has played ...d5. You should never play the Colle Setup after 1...Nf6, 2...g6 for example.

It is not worse than London. You basically play the Semi-Slav Defence with a tempo up. It can not be bad.

There is some latent dynamism. The Bb2 is a "sleeper". I wouldn't underestimate.

Both the Colle-Koltanowski System and the Colle–Zukertort System are easy to learn. I think they are fine openings for beginners.
Silman recommended the Colle–Zukertort System in his course "How to Play Chess"; a Great Courses video series that starts at the absolute novice level.
