That person "mR-HAl-9000" plays the Zukertort/Reti 1. Nf3 which from my experience leads to rather slow, balanced tactical/positional game with slightly cramped positions but avoids theory study. The French as black suits a positional player. This opening is difficult to learn and to me looks like a worse version of 1. e4 e5.

A positional player greatly focuses on restricting his opponent's options and even when they can win a piece they would often first play a series of moves to further reduce the options of the opponent. Only then would they capture the free piece. Petrosian has many examples where he delayed a winning capture to further reduce the options of his opponent. Kramnik also often followed the Petrosian approach.

A tactical player often will not trade down to an easy winning endgame win but would much rather continue to attack sharply and win by force or by checkmate especially.

Both positional and tactical players use tactics but just in very differrent ways.

Be both when needed

As we all know, chess is a game where you shuffle your pieces around randomly until Lady Luck swoops down and grants you the ability to execute a tactic against your opponent to win the game. A tactical player knows this and he is very adept at spotting even the subtlest tactics. A positional player on the other hand is a cheater playing with loaded dice. He makes sure he gets a lot of tactics and his opponent few. Being somewhat dimwitted he will however often miss the tactics he is presented with, but it is soon followed by another.

Don't get me started on the opening book nerds with their preparations, like who even reads any books in this day and age let alone ones about openings?
