Should stalling be punishable?

I just found out I'd like to analyze the behavior and find out which situations lead to stalling.

So if you have a game where a person is stalling SEND it please to me.

Actually every game I played with ChessPorn endet by - player is not moving...

Hey, I don't want to RESIGN ON A WON GAME.
I have earned my rating points and I shouldn't have to hand my rating points over to the opponent when THEY are the ones who lost, and THEY are the ones who are being rude.
I SHOULDN'T NEED TO RESIGN.
Just because you can 'work around it' doesn't mean it is a problem.

Yesterday I had a player who was in a completely lost position after losing his queen very early in the game who asked for a take back after almost every move and who requested a draw about five times. I would have liked to tell him, play or resign and don't behave that childish, but that's just how some people are...

My suggestion would be to add an option in which you can rate the politeness of your opponents. Of course it would be unfair if one rating could affect your reputation, but if several people say that you're rude (let's say after you received 3 negative ratings), there should be a label next to the user name just like for those players who cheat, something like "User has been repeatedly reported for rude behaviour (insults, stalling, flooding etc.)" etc.

b) change inner attitude

c) suffer

Humans mostly use a). We like buying "solutions", tools, etc. but some problems can't be solved like this. In Wing Chun it's part of the wooden dummy "lecture" how to handle an oppenent / a problem you can't solve?
Most people suffer, because they don't know how to use b).

I would say how about building a group that finds out how to handle stalling people?
Which verbal moves are to do, to train your opponent not to stall?
Maybe it's one word before you take the queen which solves the problem and let the part in the opponent grow which makes him a good looser.

I think in this times we're long enough on the world to no longer cut annoying situations away.. we should cure them.

My nephew just told me Steve Jobs fired 60 nurses in his last period of life.. if it's true or not.. learn to work with what we have! :-)

One could work out a program detecting whether someone is stalling. If he waits in clearly disadvantageous positions (-10 or more) for more than say 30 seconds, doesn't make a move and lets his time run down, this is an indication for stalling.
In order to help the program prove the person is stalling you can press a button with the name "detect stalling" and the program will have a look at whether this is true or not. Before that, you need to request a computer analysis.
Each time this happens and the program approves, the concerning person/nickname will get a point on the "stalling account". Once it has reached a certain number, the person will be banned from the server.
