QRR vs QRR Up a Pawn - General Best Practices?

It would also be reasonable to play d5, Qd6, Rae8 and f5!? as black.
It is also playable (instead of f5!?) to play attackingly with Re6 and Rh6.

Its great you provided a position, I agree with @Sarg0n, Qh4, Qg5 are good in the starting, then posses the e file with Rae8 or even Rfe8, then try to double up the rooks.. All and all, if black did not make silly mistakes.. Then it's blacks victory.. Any move like d5, then c6. . Keeps advancing the pawns and gives protection constantly.. Trading queens is not too wise for black.. Trade queens only when you have a good pawn chain and the rooks are doubled up..

My general ideas are: get queen to active position (centralize), if up exchange a pair of rooks on an open file, if down try to keep both rooks on the board (more counterattack/ perpetual possibilities), if you can checkmate your opponent that is good. If king is safe, rooks gone, Q still on board and you have passed pawn you are going to win soon. If kings are not safe if/when you get a turn to do checks try to figure out how to end the game with them. But this is only 1% of the play. The other 99% is tactics, specifics features, king safety, calculation.
