is this take-to-long-and-get-reported/banned-rule at all true?

I was playing a fellow lichesss player on rapid the other day and while we were playing
I had to think for a minute because I was in a tight situation (note I had over five minutes), right before I moved, he told me if I take too long, I can be banned.
Is this at all true?

You can (and should) think on your moves for as long as you need to.

You can't stall on purpose just to annoy your opponent, e.g. let the time run in a hopelessly lost position instead of resigning or getting mated.

Not exactly like the way you think.
Cheat detection at Lichess is excellent. It is made accurately and long time isn't the sole criterion.

If you stall the game instead resigning it’s bad.

If you think for long, no problem.

if you waste all your time without resigning the yes you will get temporarily banned

It is not about taking time; as long as you have time remaining allocated to your name, it's fine. But if you let the time run out on purpose for a certain duration, you'll get a system warning

If you cant solve the problem in a position and let your time run out without making a move the game will be flagged. If you do this for a few games the account will be warned. It is a false positive that naturally occurs because Lichess are trying to eliminate anti-social true positive behaviour as a form of online social conditioning.

I’ve had a few games where opponents have offered draws in losing positions and when this has been refused, they’ve made their intention clear.. they’re going to sit there and run their clock down. Even thinking it’s highly amusing to do so.

I resigned those games as I couldn’t be bothered to play their stupid game.

However, it was pointed out to me that all I had to do, was look at something else and basically ignore them.. and then report them if I wanted to.

So now I will not entertain their childish, pathetic behaviour.

If you’re playing me, use all your time as long as you’re playing.. as will I.. even if the position is hopeless, if you want to resign, do, if you play on and your time runs out or you get mated, I win, so I’m happy either way.

I’ve lost many short games on time, in both winning and losing positions. Play the game and I don’t care how long you take on a move, but dick me about and you’re getting reported. No exceptions.

Chess is a fight. It involves psychological techniques to break opponents. In the example you gave your opponent might believe you are a cheat and by not moving at that point they show the site that you cannot hide your perfect play. See time and quality of moves do matter. So it is not clear why someone chooses to behave in an "amusing" or "stupid" way because you are not a mind reader. Therefore we shouldn't presume why somebody behaves in a certain way, sure they might be annoying, but they may also be fighting, you never really can tell.
