I tend to agree, some accounts get flagged and play with bots or cheaters.

I know of a guy who was frustrated because everybody on his rating seems to have improved so much, lost a couple of hundreds of points. However, when he plays arenas, his performance is even better than his old rating, something like 250 points of difference.
