You have to get to a certain amount of rating point or win a tournament in real life/FIDE.

If you're living in the US: travel to Europe. It's virtually impossible to suddenly explode in OTB rating in the US, since most of the players here are very underrated (rated 1500 but play at 1700 strength). There's this story of this kid at my friend's school who took a summer's vacation to Europe, and skyrocked from 1900 to 2300 fide in 3 months.
If you're already living in Europe: Study with a coach who is rated ~2400-2500 fide. Study with that person and play lots of tournaments. You'll be able to get there.
If you're living anywhere else: idk, maybe just go to Europe.
