@Funny_Joker_7 Sometimes just winning a pretigious tournament or something like that gives you that title (or several tournaments). Many NM are pathetic players (for one who holds a title), sometimes even 1850 or 1900 fide rated are enough to beat them, when 2200 rating is needed to get a real title from FIDE.

It varies by country, with some not even having an NM title.

In Canada to achieve NM, you must reach a rating of 2200 and achieve 3 norms; Which are 3 tournament performances of 2300 or more.
