Of course the result only can change to the worse by your move...

If the position is already equal and cannot be won, does it mean that every move after that will be counted as '!' ?

Not quite, only if every other move (besides the ! move) is a mistake or a blunder. Finding such a holding move in an equalish position when it's super easy to blunder is very very hard to do. I think it deserve a !.
