A chess book itself doesnt increase your rating by a single point, working with the chess book does. If you like to work with a book, go ahead and buy one, just be aware that there are many ways to improve.

In a certain sense, they are overrated. You have to combine theoretical efforts with tons of practical stuff.

I'd like to add that I think "Mastering Chess Strategy" by Johan Hellsten is too complex for your level.

I'd recommend maybe Chernev: Logical Chess Move by Move or Silman: The amateur‘s mind as better suited for you.

Modern Chess Strategy (Pachman)
Pawn Structure Chess (Soltis)

A good book can give inspiration and make you aware of concepts you may not have noticed before.

Though, the most effective training in my experience is actually analysing by yourself over the board. But it's of course time consuming and nowadays twenty minutes with Stockfish will give you better analysis than three hours by yourself. But the point is to train up your understanding, not get 100% accurate lines.
