Direct violation of open-source licences is one of the worst taboos in software development. I didn't fully appreciate the seriousness of the crime until I myself became an open-source contributor.
Considering open-source authors & contributors are ALREADY not asking for any monetary compensation, trampling on the rights and conditions they do declare is as greedy and bottom-of-the-barrel as it gets. Imagine a multi-million company stealing off a non-profit charity - yeah this is basically that.

It will be a challenge to prove source code plagiarism in closed source programs. As the report rightly mentions, this becomes an important lawsuit. It will be keenly followed in the open source community.
