It was obvious that if the unfortunate event would not have occurred, GM Zia would have easily qualified for the Olympiad team. Which would have meant that only four spots were left. I think that in a gesture of respect for the late GMs last concern, you should somehow make Tahsin automatically eligible for the team (in place of Zia) and the top 4 would qualify.
It will be a great way to honour him, and I'm sure that all participants would agree, given the fact that before the unfortunate event, they would have already made their mind that only four spots are up for grabs.

Nothing to Do, Few Players might count this decision and that's the reason for hosting the unfinished rounds.
