Because in O.W.L.s if you get 1 question wrong you might fail it, I'm sorry to say this but OMNIKUPEK is not going on to N.E.W.T.s unless he is one of the five during the next N.E.W.T.s question. However good try in the book Hermione said "I'm definitely going to fail ancient runes" but she was proved wrong. Good try.
