Hi everyone i will soon be playing in a chess tournament with the time format 40+30. I normally play it online with good results in 10+0 formats, I don't know if it's going to be good in classical its a U-1800 tournament. I also want to know if black can just keep the gambited pawn forever thanks.

It's perfectly fine.

If Black wants to hang on to the pawn, they can play 4... Bb4+, more or less forcing you to play 5. c3 and make a real gambit out of it. That is a line you should be prepared for.

No problem.
If i reach that as black i always play 4...Nf6, just transposing to the d4 2 knights. but 4...Bb4+ is something to be aware of.

It is - I play it just fine at 2000+ OTB with it as my main opening repertoire. You don't see it too often at master level though, but below that it's quite fine.
Black has ways to keep the gambited pawn, but obviously there is compensation. The "refutation" black has is, after 4...Bb4+ 5.c3 dxc3 6.bxc3 Ba5 7.0-0 Bb6 this is the most challenging engine variation.
You should be prepared in this opening to play down a pawn for potentially many moves, with positional compensation, but no immediate attack or anything.
