1918 was fair and balanced.
First person to solve the riddle all the way to the end gets their choice of either Mystery prize or 300 dollars over pay pal.
@kayknight @Daniel2340 Pretty sure Morse code is an element in the puzzle. Using it yields:

Stuck here, but note that they're all 5 letter words. The spanish language is probably needed too, because 1918 was the year of the spanish flu.
@Pinito_the_Bulldog I wouldn't spend much time on this. It is just a troll from YGNR and even if was something she is not going to pay.

But her reference to a 12-step could suggest a reference to prohibition (states started ratification in 1918). Lot of other significant things happened in 1918 related to Russia and the war.

Regardless....now that she has been caught cheating she will come back as another rendition of the YGNR. The most consistent thing about her is everything is a lie...always.
Scherbius submitted patents for cipher machine designs in 1918 that we'd come to know as "Enigma." There were numerous models of the machine. Working through those would be time consuming enough but who knows if the output wasn't put through some other cipher before being converted to Morse. "Fair and balanced" probably is a reference to "Fox" but feel free to dig through the annals of history figuring out how that ties in. Ring settings?

I'll leave this one to the codebreakers who probably already have written tools and scripts to deal with this stuff.
