Step 2: Report the user
Step 3: Ignore the user
Step 4(If the above do not work): Message a mod if it is really urgent
Step 5(If nothing works): Make a new account and he won't bother you there

4 and 5 are not good advice. 5 in particular, since it is a violation of lichess ToS.

I agree. 4 and 5 is not good advice. I don't think mods would even reply to you and Lichess doesn't allow 5th point exactly.
