First, anytime I click on the seek button, the default rating range is 800-1800, regardless of what I used the game before.
Second, even if I change it, it seems to remain at 1800. I change it to 800-1400 every game, and yet I keep playing against 1700+.

You can't search for 800-1400 game when your rating is 2200. Lichess will automatically set it to +- 400 your rating, and 2200 - 400 = 1800.

It'd be nice if it were made clearer then... because it's new, and there's nothing in the UI preventing me from trying it. There's no way to tell otherwise.
Edit: Also, as TwoIsGreaterThanOne pointed out, right now I'm seeking for 800-1800... I am not sure how that helps. And it's casual games that I play. I'd understand if rated games were within the "critical" zone of +/- 400, but for casual? Anyway... I don't really get it, but something's not right (maybe the idea is not implemented right -- why put the max at 1800 instead of the MIN at 1800?, and definitely the UI needs to be changed if those rules remain).

Also @thibault in the video @seigneur is rated 2201 and playing against a 1737-rated player, i.e. more than 400 points in difference... So I don't think ±400 is what's going on here.

"Min rating must be at most 400 points above your rating" translates to "min rating <= 2600".
