Something similar happened to me but against an actual player. He was a friend, he left the game and i offered a draw. ik he didn't accept because he wasn't online and also after the game it said he was active whatever mins ago, but the game was declared draw. is this some sort of rule about leaving the game?

Something similar happened to me but against an actual player. You cannot withdraw a draw offer until your opponent rejects it either verbally or by making a move.
If your opponent runs out of time but didn't reject the draw offer they can still accept it. I recommend to do so.
