Well clearly not a bug.

Yes, the player is not trying to do winning moves, just waiting for the time to run out. From the FIDE Handbook:

10.2. a.

If the arbiter agrees the opponent is making no effort to win the game by normal means, or that it is not possible to win by normal means, then he shall declare the game drawn. Otherwise he shall postpone his decision or reject the claim.

lets use the current laws of chess here:https://handbook.fide.com/chapter/E012023
the one you use is not the currently in use one and does differ on some things

also guideline III.5 only applies if III.4 does not apply and " Quickplay Finishes, shall only be used at an event if their use has been announced beforehand." -Guideline III.2.1
as lichess has not announced the use of them they dont apply

thus normal rules for game termination apply
