Can you report someone for making you wait 20+ minutes for the game to end instead or resigning?

ofc u can thats just bad sportsman ship from ur opponent(if they r in a mate in whatever number or a rly lost position)

Yes you can, but lichess will do nothing but warn that person, so it is kind of pointless.

You can report them if he does that to multiple games he might get banned.

Of course you can report I had to wait like that for about 4-5 games yesterday. I never play rapid or classical except in tounaments.😑:/
