Yes you can, but lichess will do nothing but warn that person, so it is kind of pointless.

That's not true. If you do it repeatedly, you will get playbans and eventually even get banned completely. But Lichess takes care of this automatically so reporting people probably isn't too useful in that regard. Doesn't hurt regardless though, I guess.

its called stalling and its not allowed on lichess, there is no point in reporting as lichess detects it automatically.
