Why does one side win on time if they have insufficient material to mate?

This is bad. You can't assume that your opponent will always mate you even if he has a chance. Moreover even if he theoretically could mate you with let's say two knights, he might as well stalemate. Theoretical possibility of a win is some kind of a bad joke.

Rules are rules you dont like them become international arbiter get into FIDE rules committee and try to change them.

As for win material needed: Player running out time has lost if there exists ANY sequence of moves that results in checkmate

so knight vs knight is not a win as there is no way to arrange pieces so that it si checkmate. While bishop vs knigth there exist. And rule if fair as it applies to both players.

As for not getting a draw on just random moving around: that is probably hard detect by SW. under FIDE rules there should be in blitz game an arbiter around to observe that opponent is not trying to win on normal means. Lichess does not have human arbiters so it hard comply.
