When you have few games (or after a long time off), this number is high and a win or loss will impact your rating far more than after you have played a bunch of games (like, by hundreds of points). This factor quickly leads to a fairly stable rating close to your actual strength.
By the same token, if that player plays an experienced player, the experienced player will not have a huge ratings change. Any "injustices" by winning or losing against a player whose strength is far removed from his provisional rating will quickly be rectified.
There's no problem here. It's the rating system doing exactly what it is intended to do.
Also, Lichess does not have to give you an answer for anything. You're enjoying a free service, and here you are making absurd demands. Next you'll be asking to "speak to the manager." Don't be a Karen.
