Why did he resign here?

I was playing a game and I made a really bad mistake on move 13. After that move he resigned, despite being up material and having a better position than me

Also, I kind of panicked after I got down that piece, that's kind of why I made the dumb move.

He resigned because he probably missed that your Queen was hanging as well. Maybe he only saw that the queens is now not longer able to protect the bishop and he will loose a piece. This makes some sense because your opponent is not the strongest player on this planet - to say it mildly...

nada is correct. I think if im right he would be up a minor piece and see the forks and got scared.
