But some of the all time greats had no rating, I mean like 150 years ago and further back..
I bet Lucena and others would have had Ratings between 2400 and 2600.
And what makes it better , is the fact that they thought about Chess without help of programs....

it's not nothing, but also, not too important because the highest rating possible in a particular year depends on the rating of the top 20 or so.
if the top 20 are close to 2790, then it's possible for someone to achieve 2800. if the top 20 are 2700, then it's unlikely for someone to get 2800.
today, carlsen is 2831, but because the top 20 are quite a bit lower ranging from 2803 to 2733, there's little chance for carlsen, or whoever is the strongest today, could get to 2900. if the top 20 were around 2890, then sure, someone could get 2900.
rather than looking at the highest rating in isolation, it's probably more meaningful to look at the highest rating in the context of the top 20 at the time.
kasparov was 2851 in 1999, in 1999, the next highest rated player was 2781, 70 points lower. the 10th highest rated was 2700, 151 points lower.
carlsen was 2882 in 2014, in 2014 the next highest rated player was 2815, 67 points lower, the 10th highest rated was 2768 114 points lower.
looking at just the elo, to me, even those carlsen's peak elo was higher than kasparov, I think kasparov was more dominate leading up to1999 than magnus was leading up to 2014.

I'm not sure what exactly is being asked, but Gary Kasparov was the first to exceed 2800 in 1990 and since then there are 15 others. Nowadays, with rating deflation, it is getting harder to reach 2800 and only Firouzja and Erigaisi have managed in the last five years.
