They don't know how to use their time properly.
Yes but sometimes it is good and they win also !
They might play fast too because they are also thinking of the position when you are on the move and using time
I play classical and rapid and while I can play quickly I like to have the time to think properly when I need to, so its nice to not have to worry about the clock. That's real chess IMHO.
