It's winning position for white because g pawn is faster than black h pawn.White promotes pawn to queen then eats h pawn and after that black are mated with queen and king.

I think that is a good example why the rule was invented. Otherwise such endgames were strange, due to the double-step pawns on the second rank were passed pawns if there's only an opposite one on the 4th rank...
