hwo define "opening" worst move according stockfish for white id g4 and next is f3. In practice f3 is worse.
I would suggest 1.f3, the Barnes opening.
In direct opposition to the usual ideas behind early moves, this actually restricts White's subsequent choices and handicaps the king side pawn structure.

I just played a game with f3 just to see how bad it is.
It's pretty awful.
I agree with dukedog, f3 is trash.
f3 followed by g4
The Barnes opening. Doesn’t develop any pieces and prevents the king’s knight from moving to f3.
