Assuming everything is at equilibrium I think the reasoning of #9 might be true for the pool of participants that includes both players and puzzles. But maybe the average puzzle rating in that pool is lower than the average player rating in that pool? I think it could happen.
For example consider two chess clubs A and B whose members all start at 1500 and members only play against players of the other club. If the clubs have different strengths then maybe the A+B pool will always have 1500 average rating but I don't think that same reasoning would apply to only club A for example.
I think that lichess database have information about average puzzle score they just don't share it
like for example they share data about average player rapid score
