what is considered a "decent" rating on this site

General convention: 200 below your own rating is considered „decent“ world-wide.
You are currently "Better than 63.1% of Rapid players". Take from that what you will.
When you break 3k you are prolly allowed to call yourself decent.
Hi,2300 elo is a pretty decent rating. In otb games,2300 elo means fide master. In online games it means you are a talented chess player.
Judging a chess-player by his/her rating is an awful attempt at objectification.
It is dehumanizing, the act of disavowing the humanity of others. It influences social relationships and can lead to an increased feeling of anxiety and/or self-awareness.
The subject internalizes the status Dr.Elo has given and sees this as a primary view of him/herself. They habitually monitor their status as though nothing else matters. It can be very detrimental to the mental health and can lead into an internal feeling of shame and self loathing.

Basically, there's no such thing as a decent rating.

Then again, any rating under 2800 FIDE I consider a joke. A complete and utter disgrace.
Chess is a personal game. Even when playing against other players it still based on how well you can solve the problems. Decent in my own definition is "good enough" which doesn't really exist in Chess. There is always a better move somewhere in your games.

As long as you are always learning how to improve then you already are decent.
