What is a camper in chess?

That's weird. I have only heard camper n COD and other shooting games. How do you camp in chess? Do you just use a defensive strategy? If you do, can u give an example?

My first instinct was that the bishop was fianchettoed. Such bishops are sometimes called 'snipers', I think.

Yet this clearly wasn't the case if you look at the game. I think your opponent just made the term up. I wouldn't read too much into it -- it just seems like an excuse to cuss.
