it means the rating deviation of your rating is above 110, and your rating is considered to be provisional.

the question mark means your rating is provisional. Lichess uses the glicko-2 rating system which in addition to tracking your rating also tracks a volatility for your rating (a measure of how reliable the rating is).

When you first start an account, you have a provisional rating. This represents the uncertainty in your rating. When you play a game and win or lose, your rating will go up or down by a large amount. As you play more games the amount it changes by will go down. Eventually, after enough games the question mark will disappear.

If you don't play for several months, your rating will again become provisional and the question mark will reappear. You might have improved or gotten worse in that time. So you again need to play a few dozen games in order for your rating to become more stable.
