I think cheaters have a very high rating, and they get there fast. I don’t suspect of players with less than 2000 points. Sometimes I play an almost perfect game, because my opponent played a couple of blunders in the opening, so I didn’t have the chance of making a mistake. That situation is perfectly normal.

First of all weither an opponent has 0/0/0 or not is not a good indication if he was cheating or not, because above a certain threshhold you do not get any CPL or inaccuracies, so if you blunder early while your opponent is still on opening prep or close to, he can get 0/0/0 pretty easy, even 0 CPL is possible.
I dont know if Lichess has something like a protection from report abuse (I certainly would implement such a thing as a dev), where your reports do not count if you report wrongly to often. If I report someone I (almost?) always get a notification that the player was banned in less than 24hours. Sometimes I get a refund of rating points without reporting (so I didnt report a cheater) but that could be a cheater who didnt cheat against me.
If you want to check for cheating i recommend to do the following:
- Check the move times.
- Check if someone actually is following SF moves, especially in positions with many moves which look pretty equal. Following SF in a forcing sequence doesnt mean someone is cheating.
- Check if someone was loosing at one point in the game, often cheaters never let their opponent get a significant advantage. (Happens seldom thou).
- Check multiple games of them.
