stupid question, does mate in 3 mean on move 3 or 3 moves as whte (move 4)

I suppose there is some extra rule other than standard chess rules as I tried out most of the combinations.
Wait, you said that in this engine can't help but I always take engine's help for help mates by playing worst moves (try) and seeing the evaluation and 5 possible variations. So, I want to ask one thing: Can White sacrifice King?
~ If yes, then I know solution: 1) Kc5 Kh1 2) gxh1=B e5 3) Bc6 Ba7#
