This means it makes no sense to compare. It's not like you can translate chess com blitz to lichess blitz in the same way that
you can translate feet to meters. And that's because it's not just different units. You're actually measuring different things.
It makes sense to me. The exercise is this: have the same players play in chess com and Lichess blitz and then compare their Elos. The hypothesis is that Chess com has 'stronger players' at below 2200 Elo so the Elo of the same players playing in the two different pools would be about 100 points, with Chess com being lower, and therefore stronger or less inflated.
BTW I've not played much chess at Chess com but so far, after about 25 games or so in blitz, my Elo there is close to 1900. And here on Lichess I stopped playing rated games after breaking 2000 Elo. So for me, "the 100 points" rule holds, though I also feel I can go even higher in both forums.

The problem is you can't actually measure playing strength. That's not what rating systems do. You're comparing apples and oranges. Which, granted, you can do. It just makes no sense to do so.
You might as well compare body length to favorite color or age.
The "other site" does not have a classical category. The "rapid" pool encompasses everything from 10/0 to 60/0 and has over 13 million players rated - it is quite meaningless. Hence I play on this site much more.

Yes you can. The exercise is simple, as I laid it out. The playing strength of Lichess vs Chess com can be compared if you have the same people playing on both sites. If say a bunch of FIDE grandmasters with over 2500 Elo (FIDE) in the real world found that on Lichess they were rated as 1000 Elo, you could conclude that LiChess has a much tougher or less inflated rating pool than FIDE. Of course, as you might surmise, a 100 point rating difference in either pool would mean that the higher rated player would win more about 33% of the time.

also my percentile in cheese.com is way higher then it is in lichess, and i havent even played on cheese.com in so long. this suggests that the average player in cheese.com might be worse then one of lichess
you can see my percentile on cheese.com here:
https://www.chess.com/stats/live/bullet/mightytiger2010
and my lichess percentile here
https://lichess.org/@/TheDiamondTiger/perf/bullet
if i played recently on cheese.com, my percentile might even be 90%
