The higher it is the more it means your not playing at your correct level. When it’s high, it makes it so you either lose more rating when you lose or win more rating when you win. Kinda enhances how fast you improve/dis-improve

Its "the amount of confidence the system has in your rating". If you don't play for a long time, it will go up and your points will fluctuate more with each win/loss. If you always play, your rating will be more "stable" as the system knows that this rating reflects your skill/level.
